I got Windows 7 64-bit, checked and i got DX11 installed on system, still, GPU have DX10.1 only.

What is your GPU? Chances are you may still run the game okay.

no matter what GPU, there must be the list of instructions the card support, in the dxdiag
look at the screenshots in first post
    he told he had DX10.1

All you need is an operating system that supports dx11 and a gpu that is dx11 compatabile at the barest form of requirement.

Open UserSettings.txt in your ESO documents directory, find the line

    SET GraphicsDriver.7 "D3D11"
    or
    SET GraphicsDriver.7 "D3D9"
    and replace it with
    SET GraphicsDriver.7 "OPENGL"

@Xiana you forgot about drivers - without special drivers for OpenGL you cant start game in opengl mode

You won't need special drivers. OpenGL support is part of every video driver out there.

Reread my previous posts where DX10 systems can still play DX11 games...sometimes.

    Yes, i got GT220 1GB with DX10.1.

    @JapanesePlayer
Also from your screenshots on PTS I clearly see game works on DX10, even your GT9800 is older than my GT220.
Or patch on PTS is not final (there is 64-bit .exe for Windows?)

@WalkingLegacy as you can see - dx9 card wont work with pts
    but dx10 - works
mby its not intended and dx10 must not work too, dunno

Dx 10,11 & 12 all use dxgi and that's what probably changed (simply the d3d9 renderer has been removed)) meaning dx10 probably still works however the reason it's not officially supported maybe due to any future changes that might make the game exclusively rely on all the d3d11 stuff.

All you have to do on win 8/10 is set it to compatibility mode to run in an old way. my older games run all fine on win 8.1, there is really no need to stick to XP and it is dangerous as well, because it has no support anymore whatsoever.

I have five computers and two of them have Windows XP,and no,it isnt vaporware.Het a grip.It isnt dangerous at all.I use it for gaming, just not for ESO.It has WoW on it,Tera, and the other TES Games. The other three are two with Win7,and one with Win10,which I hate.
All the other games that dont work well with Win10 work well with XP Pro.
