DirectX 11 Upgrade
We have upgraded the ESO graphics engine to be DirectX 11 specific.
You will no longer be able to launch or run the DirectX 9 version of the game.
We will no longer support graphics cards and operating systems that are not compatible with DirectX 11.
This will allow us to implement new graphics features only possible with the removal of DirectX 9, as well as improve the overall performance of the engine.

when Blizzard made game changes to support and run with DX11, they also add a switch to play in dx9 if you want
but zos just cut-off all players who had older cards
ridiculous decigion

I hope they wouldn't have made this change if they thought it would stop a lot of players from being able to run the game.
Open UserSettings.txt in your ESO documents directory, find the line
SET GraphicsDriver.7 "D3D11"
or
SET GraphicsDriver.7 "D3D9"
and replace it with
SET GraphicsDriver.7 "OPENGL"

I got GT220 which have DX10.1. and im very worried.
By now i got stable 30fps, low shadows, high textures on 1920x1080 res and i dont ever never complain, this performance is good, for me.
I can also run games which even shouldn't run (Tomb Raider, BF 3&4, FarCry 3)Open UserSettings.txt in your ESO documents directory, find the line

I tested (got DX11 in file by default (!)) this with DX9 and OpenGL, it woriking but its laggy as hell and halved fps.
I do some research on wiki and found something about backward compatibility, some games are only DX11 but can be run on DX10 and DX10.1 "Only supports DirectX 11; backward compatibility for DirectX 10 and 10.1 GPUs is provided by DirectX 11."
Finally, can someone confirm that, atfer DLC patch it can be able to run on DX10 and it's going to be DX11 ONLY restricted or DX11 with backward compatilibility features.
PS. Sorry for my english, it's not my native language.
Cheers,
Wojo

Note: on the box it says
"GEFORCE GT640 run DIRECECTX11 / PHYSX

What is your GPU? Chances are you may still run the game okay.
