Serious Question: What happened to Flame Lash that makes it hit so low?

Assuming both empower buff and soul harvest buff active, and assuming 1.7 crit modifier and only 10% armor mitigation, you need a 11k tooltip surprise attack. Sure its possible if your defences are complete *** and the enemy stacks all that. And you can get even higher.

But those hits are extremely rare. Don't think i have been hit for that high with 50% battle spirit.

I don't have exact numbers but I think most of my hits with 3.7k weap dmg and 28k stam are in the 4k range non crit vs decent opponents

I've been hit by 12k surprise attack, non-emp, non-stealth.

being able to hit for 12k or having a 8k base damge are two different things. my highest SA was a bit above 16k. none the less my avarage is around 6,5k with <5k uncritted and upto 8,5k crit hits. and some monster hits every now and than (<1% of my attacks) with 12k+ dmg.
