Game Crash error when Loading character!

So i had a problem with my pc a couple weeks ago, my OS HD died and i got a new one recently!!
Just today i finished reinstalling TESO and updating and all, and everything seemed fine, until i tried to log my character
The game instantly crashed, coulnd't even finish loading my character, the game crashed and i got a crash report window pop up, i submitted it the first 4 times i got it, after trying different "solutions" i found around the forum..
Restarting pc.. logging different character.. making new character and loging with it.. verifying files..
None of this "solutions" fixed the problem..
Anybody got any ideas what else can i try to fix this?? tyvm
