I support this myself, population is low, we all know it, if we get more endgame players thats only good, dungeons are empty, trials are empty, EU has only one active Cyrodil Campaign etc. ESO is walking on thin ice so to speak.
But you do want to remove the choice to do it multiple times.
Since the only things that achievements uniquely unlock are dyes, and those are already shared across an account... why remove the possibility of doing achievements on a character-by-character basis just to provide what is, primarily, a cosmetic change?

False. Achievements uniquely unlock titles, which is what people really want when they say "make achievements account wide". But, if we're cool with cosmetic changes being account wide, then titles should be account wide. That way people who like to use achievements for character progression can do so, and those who would like access to titles they already unlocked can have them.

Wait, you want to make this change... because of titles. So that your level 3 newbie can wander around proclaiming that they completed vDSA...
You have an absolutely cast-iron, rock-solid, not-to-be-denied reason for altering the way that the achievement system works... and it is to gain access to two words to be placed above your character's head...
You won't hear me suggest that having that title will ruin gameplay... I am actually lost for words.

As soon as a person creates a character, they get a message "Yay! You win", and then unlock everything.
PvP solution:
Make it where every character appears to win the fight. That way all PvP players will think they are *** zerg killers.

I'd imagine it would scale off equipment, unlocked skills and player skill (vs. AI). Again, the rework required for this change is enormous and impossible, but it would open up Tamriel tremendously. I'm not one of the players who plays 'to get stronger' or 'to unlock achievement', I play to experience fun content, and while I agree that some progression is good to learn the ropes, I'm all for accessibility and freedom of go wherever.
But removing levels just ain't gonna happen, as the OP is fully aware of.
Based on all the QQ threads about making everything account wide, it seems nobody actually want to play this game anymore, so why keep levels? Why not just let everyone start at v16 with 501 CP and emperor status, then maybe we might finally get rid of the QQ...
