High elf racial Passives are not working on my account. Zos please HELP

Having a huge problem on my vet 16 high elf sorc. Passives are as if I was raceless. I already tried to reset all my attributes and all my skills and re purchase everything, still nothing. It has been this way since the game came out but I didn't have any way to prove it until yesterday. I have a friend who is also vet 16 high elf sorc and we tried with no gear whatsoever, and he still had 9% more magica recovery and 10% more magica, with NOTHING on. We put all the same exact skills on the skill bar and still, no change. PLEASE HELP, I've wasted too much time on this toon, and this problem really makes me want to stop playing this awesome mmo. Im completely RACELESS :'(
