Sorry, do you mean ESO Plus (i.e. a sub) or something else? If you mean a sub, you get a bonus to the gold and experience you accumulate. Well like the guy above me said you get 1500 crowns a month, 10% more exp, 10% more gold, 10% off your research time.
You get access to all dlc out and any future ones they bring out while your still subbed.PS4 EU DC

Yes, and this is also true of the Imperial City DLC (a PvP zone with significant PvE content), which can be entered starting at lvl 10 (again, scaled to VR15).

Yes there is, IC mobs give very good XP and loot, and Orsinium have boss dailies, dungs and solo quests all scaled
