Launcher redownloading game even though It's already on my hard drive?

I recently reinstalled windows. I had all my games on a different hard drive, including ESO. Today I decided to install ESO again. I installed the launcher and directed it to the location of ESO's files, but instead of just installing, it's redownloading the entire game. Any ideas?
