You don't need anything other than inner fire or puncture for the adjudicator. She hits like sack full of feathers. The only time I've ever been like "uh oh whoops" is when I get a little overzealous and eat like 5 ghosts to the face.

This inefficient tank grabs them zombies off the DD and healer's behinds so they can focus on DD'ing and healing, while also helping with the DPS. I chain trash into a tight ball and keep them there with talons or eruption so the DDs can melt them faster. I do not waste skills or resources on (for me or my regular groupies) unnecessary off-heals. Do explain how exactly I would be more efficient by slotting heals my group doesn't need.

A stam tank with 13k magicka heals are going to be worthless, at least putting some dps down which would be far more effective would get the fight over with quicker.

I think the original question is and should still be, is this intended? Did I miss it in the patch notes? Or is it something that zos broke by accident?
If it was an accident then fix it and let's all move on. If not I guess it's the good old adapt and while it's annoying just have too go kill those sheep

You seem to have templar tank. You can switch in class skill, while other classes may have to slot in resto staff. I think it is easier for dd to provide offheals, because they can move more freely. Tank should keep the boss steady and not run around healing. @daemonios has good list. I've run veteran WGT about two hundred times, mostly as NB tank, but also as dd. I usually push 8k offhealing (by CLS and FTC), but it does not reach very far.
I would add to the list the usual tank stuff:
- Group damage mitigation
- Boss debuffs
- Group damage buffs
- And yes, offheals, but they don't reach cages.
- selfheals

Bar 1 S&B - Ransack, Rune Focus, Vigor, BOL, Open Slot, Empowering Sweep.
Bar 2 Resto - Siphon Spirit, Rapid Regen, Open Slot, Cleansing Ritual, Spell Symmetry, Nova.
When fighting the adjudicator, I don't really stay on S&B very long since most of my stat recovery an self-healing is via resto heavy attacks. BOL is on my S&B bar since in the event that BOL spam is required I can't afford to get knocked down, CC'd and ghost waved in the midst of healing. Skills on my resto staff bar are fire-and-forget. I launch them and then don't worry about it for 20 seconds. I tell the primary healer before hand that if he sees my OOM macro go off in chat it mean's I'm out of magicka and launching spell symmetry for the next few seconds to get my magicka back up which means he just needs to be a little wary of my HP bar.
BTW I have 16k Magicka and 1.3k spellpower with food and fully buffed. The adjudicator is just not that hard of a boss.
It's more optimal for the tank to heal because there isn't any real threat to the tank during this entire encounter, and the only threat to other players if they have a flushed out build is their own attention span. The deaths that usually occur are either to ghosts --> fire, or the PUG 14.5k Vamp DPS who has no chance or survival regardless of who is healing.
