help finding a legal backup source

recently i asked on the forum for a way to get a backup of ESO but probably i didn't explained it well and i got censored, so, i'm going to try to ask it more carefully now.
i own a digital imperial edition account of the game since the release date. i was able to download the game in 2014 and pay it for a awhile, but then i stopped and tried to return later. unfortunately something happened with my account or something and i'm no longer able to download the game. zenimax limited the download access to a maximum of 132KB/s, and every 2 or 3 days of download they reset my download progression to 0%. after many attempts i'm now sure that i'll never be able again to download this game, and i even tried in different computers and ISPs. i explain here everything i tried forums.elderscrollsonline.com/en-GB/discussion/229632/132kb-s-on-a-20mbps-line/ - meanwhile i've been trying to contact zenimax support but they never replied.
i don't understand why is this happening but i can assure that i never cheated or used any mods in the game, and i was never contacted by zenimax explaining why i got my account limited or blocked to access the game that i always paid. i don't owe absolutely nothing to zenimax.
so... before i get censored again, i want to alert that i'm not searching a pirated access to the game in any way.
my only hope to return to the game, is to get a legal access to a backup of the game in a server that i can download or some way to order a backup disc of the game. i have a paid license of a digital imperial edition - unfortunately i didn't save a backup at my end and i no longer have access to the download.
i'm open to suggestions on how could i get a legal backup of the game.
