Mages guild quest line

Hello, I've tried to contact the ESO team for help but in the end they couldn't help me via e-mails.
When I finished "Simply misplaced" part of Mages guild quest line months ago I was already at skill line level 10 but I didn't get a quest for the next part "Circus of Cheerful Slaughter". So I can't continue through the quest line. I've read some detailed walkthroughs about starting this part and I saw that: "At Mages Guild Rank 3, traveling near any Guild hall will cause a projection of Arch-Mage Shalidor to appear before you and yell "*** there! Adept!". He will say that Valaste has translated the tome you recovered during Simply Misplaced, Circus of Cheerful Slaughter." Arch-Mage Shalidor or Valaste doesn't appear anywhere. I went to every single guild hall in ESO many times and there is no quest for me. Every time when ESO gets new patch (big or small) first thing I do when I log in is to check guild halls in all territories but still nothing. I've been gathering tons of lore books since then and still nothing.
I started the quest line when I was +vr1 if that's important.
Please, help me finish mage guild quest line ^^

Drax76✭✭✭It is likely the fact that the game expects your Mages Guild level to have changed during the interim between the two quests. Since it hasn't due to being already at maximum before the first quest that you mentioned the game can't compensate.
In other words, you progressed too quickly in the skill for the game to recognise.PS4 - NA - AD

Gipo✭✭Yeah I thought about that but I also was level 10 in fighters guild and I didn't have any problems getting the next steps(I made the Q chain when I became vr16)0

We're aware of some issues with Valaste going AWOL at inopportune times. Stupid question #1... which Home Alliance? Race? Did you do your starter island quests or did you skip to your first home city? What platform are you playing on? What are your ticket number(s) so we can have @ZOS_GinaBruno see why no one has followed up with your unresolved issues..

✭✭✭✭✭@ZOS_Gideon Since you're around, are you able to confirm whether Mages Guild (and Fighters Guild) quests are still supposed to activate at Guild Ranks 1/2/3/4/5? ZOS_Gideon✭✭@Enodoc They are, yes. The issue that we're working to resolve by Thieves Guild early next year is that the Mages/Fighters Guild rank is incorrect for some players -- that is, it doesn't reflect the Mages/Fighters Guild skill line rank you see in the UI. Thus, even when it looks like you're rank 5 (for example), the system thinks you aren't and therefore won't give you the quest.

Heya. My home Alliance is DC, EU PC. Redguard. I haven't skip any quest or zone, that's why I started fighters and mages guild quests at VR levels. I didn't want to outlevel 1-50 zones. As far as I remember I started them after cadwell's silver and gold.
