ZOS: Adjustments needed for low level characters in group finder VR16 scaled dungeons

It is currently almost impossible to complete a group finder dungeon with a low level (15-30) character. I have given up trying to do a group finder VR16 dungeon with my lvl 19 tank he dies constantly. My dps keeps getting one shot and barely does any damage.
Almost all of the groups I join disband after repeated wipes.
Will there be adjustments made soon to the scaling?
Is this something you are aware of and looking into?
