Problem using quick slot item with PC controller (xbox)

Could someone please share some experience on this?
I bind "use quick slot item" to the D-pad's up key. If I tab it very quickly, nothing happens. If I tab and hold the key over a second, the quick slot wheel pops up. I can only successfully use the item if I tab and hold the key for exactly 0.5 second.
The precision seems too extreme to be practical. Am I doing something wrong?
