I don't think so. The very first game (Arena) was already called "The Elder Scrolls" and Howard had nothing to do with it.

This is the key. From our perspective, the Elder Scrolls might as well have created themselves. There is no such thing as a time before the Elder Scrolls.
From their perspective, they just are. There is no time involved. They simply exist.
That's not accurate. Vyrthur created the prophecy, but he never created any Elder Scrolls. Elder Scrolls archive past and future events, so the prophecy was found in Elder Scrolls because they archived Vyrthur's prophecy - probably before Vyrthur even wrote it. Although words like "before" and "after" are meaningless when discussing Elder Scrolls.Spoilers!Remember in Skyrim that Snow Elf vampire created the Elder Scrolls related to the Tyranny of the Sun as the greatest long con in TES history. That's the only known origin of any Elder Scrolls, I think.

I actually don't think any of the gods, daedra, aedra, celestials, etc created the Elder Scrolls.
