Limiting background fps

When i minimize the game client (either when i m in char select screen or in game) my GPU use goes 99% and temps are going also up, which is very annoying. Is there any way to limit ESO fps when in background?

I'm pretty sure this has been a reoccurring issue since beta. Go through the typical though: update drivers, run some basic maintenance--but I'm pretty sure this is just something that you will need to be aware of when minimizing the game. Something that -may- be a work around is to run the game in Fullscreen (windowed) mode.
