Normal, again, proves to be a snooze fest
Normal should be a good challenge and provide some decent reward chance for someone that has 1 or 2 hours to spend after coming home from work. The current normal should be labeled easy or very easy. Vet mode in its current state is something that I will touch only when I have full free weekend. It is even more ridiculous that vet mode is a heavy rng gear farm.
I think that the proposed 3 difficulty levels is actually too little. There should be more like 5 difficulties with increasing reward chances. With the current normal as lvl1 and the current vet as lvl4.

If they are going to make a heavy RNG grind reward system they should look at what games that are in their essence RNG grind games. They all have a wide spectrum of difficulty levels all with decent reward probabilities. This provides reasons to play for a wide range of player types. It also provides a sense of progression something that this game severely lacks.

Did they nerfed the Normal Arena since the first week of test?

All damage was halved and costs doubled at first week. I wouldn't call that nerfing but bugfixing. Even then the normal was doable with vr14 template.

The idea of 3 difficulties isnt Bad actually.

1st: Normal Mode (slightly harder than current Normal Mode)
-> Basically for everyone(Lore interested people, curious People, casuals,..)

    - Arena saves Progress
    - Chance for Blue Vr15 Set Items drop with all traits possible
    - No Chance for Maelstrom Equipment from Endboss
    - Doesnt count towards Leaderboard

2nd: Hard Mode (Slightly easier than current Hard Mode)
-> For A Challenger and a Chance for anyone to have Access to Vr16 Stuff/Maelstrom Stuff

    - Arena saves Progress
    - Chance for Purple Vr16 Set Items drop with all Traits possible
    - Small Chance for Purple Vet 16 Maelstrom Equipment from Endboss with all traits possible
    - Doesnt count towards Leaderboard

3rd: Trial Mode (Current Hard Mode Difficulty)
    -> For competition

    - Arena doesnt Save Progress
    - Good Chance for Purple Vet 16 Items drop with only useful Traits
    - Better Chance for Legendary Vet 16 Maelstrom Equipment with only useful traits, RNG includes Nirnhoned!
    - Counts towards Leaderboard
    - Weekly Reward when among the best, can include Golden Jewelry for new Item Sets)

"You can do normal mode and get better with that experience"

Only assuming people can actually get better when they are presented something of zero challenge to get better with.

Based on the drastic difficulty difference, things that work in Normal mode do not work well for Vet. It's not a good learning experience.

I've now beaten normal on Templar, Sorc and NB. But I can't even beat the first level of Vet. My experience from Normal isn't helping me figure out why I can't beat the boss on vet, other than I'm hit by a bunch of adds at all once which pretty much one shots me.

The first boss is a DPS race. You must kill the boss before you are overwhelmed by adds. If you can't do this, you need to switch around your build in order to be able to get more DPS.

Think of this boss as an entry exam. You fail to pass the check, and you won't get anywhere anyways.

I think that slightly increasing Normal difficulty and adding a chance to drop VR15 Maelstrom weapon from Normal would be fine.

This boss, like the rest, is a massive tankiness check. The dps race is purely secondary, as long as you can kill the adds before the boss absorbs them. I don't think there is a point where the boss summons more than 3 adds.

Maybe with a better setup I would be able to burn just the boss, I was not able to progress that way with template sorc or Templar. Kill adds, damage boss, repeat. Cast magicka harness a billion times

You don't need to be tanky if you deal enough damage. That's the thing.

How do I survive getting hit by 3 adds and a boss for nearly 7k each? That was the problem I was having.

You kill him before he spawns 3 adds at once. Problem solved.

He doesn't even get to the point of spawning 2 adds in my case.

I didn't even realize this was a thing. The first boss didn't seem any more difficult than from what I recall he was on normal for me and I was on a crappy template character.

I think people having issues on the first boss should watch some videos and possibly work on their gearing or build. If it is a DPS check and they're failing on that boss major improvements need to be made or you're never going to make it anywhere.
