Vision quest bugged? Trapped in the cell.

As soon as I get to the jail, I'm locked inside and can't exit. The banekin never appears, and I have no way of exiting. I've abandoned, relogged, everything and done it on other characters and it's the same thing every time. I've looked everywhere, all 3 characters t's bugged, and the devs have offered zero support. Is this quest bugged for anyone else?

I assume you have submitted a /help request in-game? While they don't often reply on the Forums, they should reply to all in-game /help requests, although you will probably need to bounce it back to them, as they often hope these things will fix themselves. In instances of quest-blocking, the GMs can sometimes bump the quest forward for you.
