It doesn't really need it since you craft most gear in the game, so it all fits together.
They have dyes though, which is just as good, none of my gear looks mis-matched.
As for the reasoning why is probably because it'd take away from the costumes they sell on the crown store, which work similarly to transmog since you put the skin on over your armor.
Still the base colour sadly. But they're constantly expanding. You can dye shields in an upcoming patch and likely weapons too after that. Costumes will hopefully be on the list.

It does need it, and since day 1, because dropped sets can look fugly (Footmans) and mismatched.
OP, We've been asking for this for a long, long time (since launch even) and ZOS has said nothing. I hope we get it soon. Those with the Imperial Edition can already transmog most things into Imperial style

True i can see this being a big reason why they would not but at the same time they need to then step up and allow us to Dye the costumes they come out with, its only fair as well as bring out a system where you can say add a hood to your costume for a extra little price so that people can get the look they want if they want.
