You only get them from Trove Scamps and the Simulacrum of Molag Bal, so that might be why you aren't getting any. But I agree, they are a bit too rare for my liking aswell.

Yeah and I kill both of those pretty regularly (although admittedly not as much as my first week in). I just didn't realize that I was extremely lucky in the first week and rather unlucky later on. I don't currently have any gear that I need a rune on atm so it's not a big deal but I'd love to be able to put them on new gear in 1.7 without being taken to the cleaners.

This comment nicely sums up the average ganker mentality. They don't want to compete against people with like-minded interest and PvP skill. They want to prey on people that would rather not even be there.

The only place I've found Hakeijo in Orsinium is at the guild trader kiosks.
It's not that, it's that IC didn't actually provide any of this so-called "PvP content". What IC provided was PvE content in a PvP area, with a bit of an incentive to do PvP.
