Theft Quest gone from Davon's Watch?

Just starting out EP with a new character, there always used to be a theft quest given by a guy standing on the level between bank and docks, who asks you to steal a bottle of drink from the tavern on the docks.

He is simply not there this playthrough - he was last time I did that area on another character about a month ago.

Has the quest giver been moved or the quest removed and I just missed some part of the patch notes that said so, or is it a bug?

Pretty sure i've recently had this quest and the guy was in Ebonheart not Davon's Watch

He is in both places. Two different quests.

It might be level locked, low I am sure, but maybe it does not show up until you are L4 or L6

Yep what @tinythinker said, there are (or at least there were ) 2 quests, one in Ebonheart and one in Davon's Watch. Davon's Watch quest is no longer there. Haven't got to Ebonheart yet.

I'm level 7. I will check back once I have completed the "City Under Siege" quest in case it is now dependent upon completion of that - it never used to be mind you, I have run a ton of characters through the area (really bad altoholic!) and typically pick up the theft quest on my way to see Tanval Indoril.

This guy is still in Davon's Watch! I think they moved his location so it is easier for new players to find him. I am pretty sure I saw him around this area last time I made an alt.

Can anyone confirm? I'm at work so I can't check right now.

Well that's good to know, I must have missed one with my first character playthrough on this area, and when I found him in Ebonheart I presumed that's where i'd done the quest originally. Need to go back to DW then

He has been moved, and is indeed there right next to the fountain, my circuit of town hadn't yet taken me near enough to that gate to see him.

The Davon's Watch city quests have changed significantly since release. I do remember doing the thiefs quest, but I did not do it until after I saved the city, but that was because I wanted to save the city first. I seem to remember him being there before I saved the city, but that might have been another quest giver.
