I avoided fishing spots that had mobs guarding them (to avoid fighting and drawing attention to myself). I also didn't open any chests or kill any other (non-fishing) mobs to make sure I had no TV stones on me in case I did get killed, but in the end I didn't even need to worry: staying down by the water is relatively safe. You can almost always find a bit of land (or a dead body floating on some wood debris...) to fish from. Most of these spots you can only swim to get to, and you're difficult to spot: as long as you keep an eye on nearby approaches, you will almost always see other players before they see you, and even if they do spot you, you can get away with invisibility potions.
To sneak up on you, someone would have to be stealthing along the ramparts without aggroing the patrolling mobs, and then they'd have to pop an invisibility potion (or Cloak, if possible) before diving in to swim up to you. And you would still hear the splash from that, I am assuming. I watched lots of folks from enemy alliances go right by me but was only spotted twice that I am aware of (both times I just popped a potion that gives me invisibility for 15 seconds and major expedition for 30 seconds and swam away to hide in another corner ) So if you want to avoid PvP and still get the achievement without getting a group together to watch each other's backs, it's totally gettable. Just don't fish from the ramparts.

I'm on PS4 and getting close, but close is relative I guess.
I took a different approach to fishing the zones in that I focus on water types. I've cleared out all the river and lake fish. I need three more foul and six ocean fish. That's for the rare blues. There's a few greens as well but they're not usually a problem.
I'm having a nightmare with Shadowfen. Eight Toxic Xoach and no Coelacanth. I'm leaving this one until last.

So there's at least one!I'm going for this as well....probably about 2/3rds the way there. I've been playing on PS4 since launch and I have only seen one person with the Master Angler title (I'm DC). Definitely an ultra-rare title!

Since Master Angler is the rarest title in game, it's the only one my toon uses.
But I still hate fishing as hell. All that swamp Malabal Tor, river Riften and swamp Alik'R runs are in my memories.

Do you need to fish each water type to get the rare fish (I.e. foes rare fish A only drop in foul water? Or can it drop it anybwater type).

Each area has 12 rare fish to catch.
There are 4 types of water: ocean, river, lake and foul.
Some areas have each water type so you need 3 (3x12) of each. Other areas have 3 water types, thus omitting 1, so you might only need 4 ocean, 4 lake and 4 river as the area has no foul water.
