Finding Footman's Gear/Sets

I was wondering if anyone knew of a Guild vendor who is still selling Footman's gear (rings, shield especially). I have a character I wanted to add a tank spec to, but can not find the Footman gear in any of the guilds I have checked (Craglorn, Rawl'kla, & mine). It used to be expensive, but easy enough to find.

I know it is capped out at v14, but it is still one of the best tank sets and really the only good one with jewelry.
