Unsure of what's causing FPS drops.

Hello!

I've been back on ESO for a week or two now, playing in 1080p. With vsync on, overall, I'm managing to stay at 60 FPS in the wilderness with everything on low / off besides ambient occlusion and grass (both switched on), and texture resolution + subsampling on high, with shadows on low and view distance at 20. This tends to hover about ~75 outdoors and ~90 indoors with vsync off. When I venture into a city (Vulkhel Guard, Skywatch, Mistral etc), my FPS will suddenly drop and fluctuate between ~45 and ~5 until I leave the area or have been there for several minutes. This does also occasionally happen in combat, I can't spot a pattern in it occuring aside from inside of cities.

I'm not sure what's causing this, though I know my GPU is fairly weak, I'm unsure if it could be a CPU issue as I know MMOs tend to be very CPU-intensive. My specs are as follows;

CPU: Intel i3-4160 3.6GHz
GPU: Nvidia GTX 750 1GB (Not a 750ti 2GB)
RAM: 8GB DDR3 1600Mhz

I am most likely going to be upgrading my GPU at some point for other games, most likely to a GTX 960 2GB or something along those lines, though should my CPU be upgraded as well?

And apologies if this is in the wrong section, I couldn't find one more suited.

    Upgrade your cpu as well, to at least a I5, or better still, an I7 or you will be bottlenecked.

    Keep vysync off, as it will always cap at 60 or w/e your monitor refresh rate is, normally 60.
    Tearing will maybe occur but doubt you will notice it much, or a shimmering, but should see a marked increase in fps.
    Same with shooters, you should never have vysnc on, or even variable vsync.

    You should be at least able to play on medium/high with your current rig.

    View distance at least 50, try tinkering with your graphics settings a bit more.

    You do not need grass enabled, its a waste of time/resources imo, especially in PvP when you are on siege and the damned grass gets in the way hehe.

    I'm going to quote something that helped me. Basically changing the "numthreads" settings in the user text file solved the fps and stuttering for me about a month ago. Couldn't believe it was so simple.

    So in Users, My Documents, Elder Scrolls Online, liveeu, UserSettings.txt. In there is an entry called RequestedNumJobThreads, change it from -1 to 0. Save. There is another entry below which was also suggested to be changed (RequestedNumWorkerThreads), but personally I left that at -1 to test, and the difference was already fine. No sudden drops in fps to 8 from 25. Game was running smoothly at 30 all the time pretty much since I changed that one entry :)

    From what I remember, basically the update was making the game think that my computer had 4 or more cores, rather than the 2 cores it has. So it was making them work way too hard.
