It's good, but not very customizable right now. It won't show xp or AP gains, can't be moved or resized (it's too big for my tastes). But it is absolutely better than nothing.
Same with the new subtitles. Good but not as customizable as addons that do subtitles.
For those on PTS that don't want to wait for the option to be put in, enter this into chat and it'll hide it:

I tried adding functionality to Azurah so it could at least be moved around but apparently they coded it in a way that doesn't allow it to be moved. I sent in a report to ZOS about it in hopes they'll change it since even though Lootdrop's better IMO, I'm sure there'd still be people out that would like the ability to move it around.
Could someone please supply a picture of the new loot drop system?
Also, this can be turned off, just go to Gameplay settings. Called Lootdrop, it's on by default.
The answer to "why" is many reasons. Every time a new patch rolls around, you can see which of your favorite modders still plays the game or decided to quit... because you end up losing game functionality until things are patched. ESO's add-on system is wonderful and all, but is also an Achilles Heel. You can end up with tons of UI errors, impaired or reduced functionality by a mod that's broken or is no longer supported...Think consoles, and I believe you will find your answer as to why.

It can be a rather frustrating experience. Add-ons are great, but add-ons are pretty much essential should REALLY be incorporated into the game.
That's awesome, I like it when this kind of things get added natively.
