I find it interesting that they are not all available, but this is a micro transaction universe. The days of the traditional MMO with all things included in the game seem to be gone.
I will settle for however that ability to transfer what I have unlocked for my mounts to whatever active mount I am riding. Meaning my inventory space would transfer to another mount that I chose to be active, or speed or stam.
Talking about horses , did anyone else notice the steath nerf to horse speed recently?
My lvl 60 speed horse feels a lot slower in cyro then before IC patch

I noticed that the speed boost from what is it called again the first assault skill didn't boost my horse riding speed
and I thought it seemed a bit slower...

IF the game had stayed sub-based, they almost certainly would have made new mounts earnable... but that ship has sailed and sunk quite a while ago...
And as has been mentioned, nowadays horses stats are dependent on character-bound riding skill, as to allow people to easily upgrade to a better (crown-bought) mount appereance without loosing any of their hard-trained stats... just switch the appereance, all the stats will remain.

I've been around MMOs for decades, so take it for what it's worth, but I always found mount drops (or pet drops) to be kind of funny in a you-have-to-let-go-of-reality way (that didn't stop me from trying to collect them all). I mean, it's one thing to loot a weapon or armor from a dead creature (maybe it ate it) and simple enough to justify finding a weapon or armor in a container, but a living mount or pet?
"Hey, guys, look at this cool horse I found in the treasure chest!"
"That creature I killed pooped out a rare puppy!"
Still, back on topic, aside from any technical restrictions, I don't see why they couldn't introduce rare drop mounts/pets or special mounts/pets for achievements.
