i "fixed" it after manually installing the xbox360 controller driver for windows 7 even though i'm running windows 10 64-bit.

This worked for me as well. I downloaded the XBox 360 drivers from Microsoft for Windows 7, 64 bit, and installed them without a hitch. PTS now runs.

Had the same issue but the above also worked for me! Cheers!

Downloading Xbox 360 drivers as posted above solved it for me too.

I have the error but I can't run Windows Update to see if DirectX needs updating. Once I've got Windows Update working I'll see if there's a new version of DirectX available.

However, even if this issue can be fixed by doing something with DirectX, something needs to be done to address this before Orsinium goes Live. The error message doesn't make it clear what needs to be reinstalled, so people may waste time reinstalling ESO when what is actually needed is some obscure DirectX thing (DirectX isn't even mentioned in the error message).

I think this is more related to the XBOX 360 controller driver versus DirectX... because this is all occurring because of the addition of controller support for the PC. Seems that this missing .dll must be included in both the DirectX update and the XBOX 360 driver as updating/installing either seems to resolve the problem.

Whatever the cause/solution of the issue, ZOS need to make sure that it doesn't transfer to Live. Or if that's unavoidable, they at least need to make it VERY clear, through numerous channels (Patch Notes, social media, support article, etc), how to address it.

For example, DirectX 11.2 is included with Windows 8.1, which I have. But dxdiag doesn't show version increments, so it shows as DirectX 11. I don't know if 11.3 is out yet, but if it is, it should automatically be downloaded by Windows Update. And you aren't supposed to download DX updates without Windows Update. Logically therefore, there should be no problem, and I should have the latest DirectX. So where is this problem coming from? Is XInput missing from some releases of DX? Is it an optional extra, that ESO therefore shouldn't be asking for if there's no Xbox controller driver present on the system?

And yes, it is entirely related to controller support, but that doesn't mean that everyone should be forced to download an Xbox controller driver just to continue playing without one. (Did you know that the X- in X-Box stands for DirectX?)

So I downloaded the "DirectX End-User Runtime Web Installer" https://www.microsoft.com/en-gb/download/details.aspx?id=35&40ddd5bd-f9e7-49a6-3526-f86656931a02=True which seems to have back-credited my (fully up-to-date) DirectX 11.2 with components of DX 9.0c, and now it's working fine.

So why is something that is not in the recent release (and therefore presumably deprecated) needed for controller support, and how do we explain to people that they need to download components of old DirectX versions to get ESO working again if this issue goes Live? (It would be better if ESO only searched for this XInput file if there was already a controller driver installed.)

Just wanting to confirm this fixed the issue for me as well (Windows 10, 64-bit -- downloaded the Windows 7 64-bit driver). The installer complained the software was already installed on my system, but that xinput1_3.dll was missing all the same.

This fix is to install the DirectX Runtime June 2010 SDK... This is a optional package of DirectX files, one of which happens to be the one you need...

After downloading the full package, double click on it. This will prompt the package to self-extract...

Be sure to take note of where it is saved...

Then open the folder and double click DXSETUP, and you should be good to go...
Here's the link... It will start the download from Microsoft...

For reference purposes, and for people who are wondering what the difference is, this is basically the same DX Runtime that I linked above, but this version gives a package download as supposed to being a web-based install.

Brilliant! Unfortunately I don't think we'll be able to test whether it's fixed or not, as there doesn't seem to be any way to remove DX Runtime once it's been installed :stuck_out_tongue_winking_eye:

Excellent! Now I won't need to hand-hold all my guildies through a DX 9.0.c install. B)

Also: Ditto on the "it's untestable" factor. DX runtime versions cannot be uninstalled.

I managed to find where the file lives (C:\Windows\SysWOW64) so I can move it in and out of the Recycle Bin to test this myself.
