Ebon Armory set bugged?

Recently I looted two veteran 14 pieces of Ebon Armory set. I collect all rare dungeon sets and have all seven parts of Ebon set in veteran 12 quality. I was surprised to see that new version has weaker enchants than old version. Is this supposed to be this way?
