Last email I got from support said that isolated reports are coming in. So it either rare, or people have realized it yet because the skill line doesn't interest them. I'm going to email screenshots of my journal to ZOS It'll show achievements such as how many and what type of daedra killed, dolmens closed, daedra generals killed, fighters guild quest line completion.

Just to clarify...
- You don't need every lorebook.
- Fighter's Guild/Mage's Guild quest line only gets you to level 5 in those skill lines. From that point on, you have to grind Daedra/undead and gather lorebooks(each regular book is 5 XP while Dwemer scrolls are 15 XP).

And you do have to collect every Mages Guild book. Now the other lorebooks are different, the ones you find in dungeons those don't apply.
I don't think every regular daedra and undead level Fighter's Guild, I believe it is only the quests and the portals and anchors... but I could be wrong on that and @Ampnode could be right.
I hope that would be an option, if one can provide proof that it should be unlocked. I know nothing of how hard it would to do so.

Fighters guild is a bit trickier but I found that simply completing all the dolmens while killing any and all daedra along the way was enough. It does seem that some undead do not count towards it, and new dolmens give much more than ones you've already done before.
