No dmg bug ?

Hey, anybody else ran into people like this ?
below 25%, even below 10% health my execute did like 80% less dmg and people without any hitpoints left refused to die. Saw that for the 1st time and I am just wondering what was going on. Is it a FTC bug that i never saw before ? Even if i am playing pvp everyday for some hours ? Is it a new bug i never saw before related to any sets or skills or something ? What else could cause this results ? thanks for helping!

✭I have disabled all addons before and their traditional health bars show them as dead too but they are still kicking. Hate to say it, but chalk it up on the list of more broke stuff in this game. At this rate more will be broke than actually working
it is ok though, every 3 months bugs will be fixed (or not if we are honest) from the previous dlc! 0 -
