There's no such thing as stealing a kill in ESO. If you did damage (or healed someone in the fight) you get XP and loot. So no, the whole "no stealing other players kills" is not a thing in ESO, because the game mechanics make it irrelevant. The worst that can happen if there are too many players in the area is that your XP per mob will be reduced, but kill stealing does nothing.

Everyone is just in it for them selves. I believe I'm a team player even on ESO , for example I'm going after this void bloom, I accidentally pulled a couple scorpions towards me, mid fight some one comes and grabs what I'm going for. Later I see the same guy do the same thing mid fight with scorpions.. I help him kill those bugs and I let him get his node.

Kill stealing is not really a problem in ESO, the only exception is in imperial city where the last hit does count for a lot, but that is intended and is part of the fun. It's nice to have an area that feels a little bit "gritty" and somewhat lawless in a game that is otherwise far to easy, and far to kind to it's players.
Maybe you cannot steal another his loot, but you have to share it, no? If the other party didn't hit the mob, your loot would be larger.

Oh yes it does feel dirty, I constantly get frustrated with people leeching my kills, but not as much as it used to in other games where it was a toss up between who would get the loot, those were truly dark times, but on the other hand they were truly great times too because back then people respected others a lot more than they do now.
This is disheartening, I understand stealing other's kill is not a thing anymore its just annoying, when you are about to strike the final blow and some one else does it... but anyway it seems most people (not the ones who answered with respect and insight) are thoughtless pri(ks who only like p:ssing people off in games.

Don't sweat about it, it's just a game meant to entertain the masses. Try not to let yourself down with kids, the majority of ESO gamers are the nicest bunch of people I've met.
Just don't overthink and compare ESO to older MMO's. Been there, done that mate.

One of my favorite things to do as a sorc was kite ahead of another nirnhoned farmer using bolt escape. I would ninja the node before he could get to it. If he sent me a rage tell, I would casually link a nirncrux i had already farmed and say "thanks bro!"

The last hit only counts insofar as killing another player is concerned, and even then, not so much. If you and a group of players kill another player, all of you will get stones regardless of who got the last hit if you have all done reasonable damage, BUT if an NPC kills that player, you may not get credit for that kill, thus not getting any tel var stones.
I have had NPCs kill steal off of me :P and I have also thanked the divines at times when it was an NPC that dealt the final blow instead of a player character, as you lose a lot LESS stones from dying to an NPC than from dying to a player character.
