Armor bought with Tel Var Stones can be improved through crafting skills?

I mean, if I buy a Superior (blue) Cuirass of the Black Rose for 1000 Tel Var Stones, can it be upgraded to Epic and, eventually, to Legendary with Blacksmithing's Tempers?

Moreover, is the enchantment they're bought with replaceable?

Yes, all armors can be improved. If you wear it and it becomes bound to you, then only you can improve it. If it is unbound, then anyone can improve it.
