When I interact with people giving quest or merchants can you hear them talk or do I have to read everything?

AFAIK, almost all quests (except those you find from a book or object in the world) are voice-acted. You need to read the screen to select your dialogue, of course.

Great thank you, but how do I activate the voices?

Trying raising the master audio under your options, and lowering voice chat (if on console)

Is the rest of the sound working, like sound and skill effects? I play on PS4, so my experience is from that perspective, but all I did was lower the voice chat and raise master sound and ambient slightly when I first started.

Audio dialogue stopped working for me once before. I just restarted the game and it fixed it. Now what I get all the time is a big delay for the words to start. I'm ok with that because at least there is sound, but it does get frustrating sometimes.
