Win 10 x64, FX 8350, GTX 680 (4GB), 24GB, Asus 990fx
I am getting acceptable and decent performance in game. Have not teamed up or done any group activity since starting up again so that is subject to change.
When I tab out of ESO my desktop and other applications are significantly impacted. Takes 5 or more minutes for the task manager to open even.
System specs are identical to when I played before with only two differences. I was, prior, on win 8.1 and had the game installed on my raid 0 ssd (boot drive), it is instead on a large sata 3 magnetic HD.
I suspect some sort of interaction between the game and win 10 is causing the issue.
Does anyone else experiance this? Is there a fix or work around? Short of quitting the game every time I need to respond to a text on steam, look something up, give pandora attention or any of the many other things I might want to do on my computer while playing.

right click on the game go on properties tab>> local files click "Verify integrity of game cache"
see if that works for you.

Also an unrelated side note, you 're better of using Win + tab. Lets say you are crafting 20 potions or something and you want to change to an other application. If you use alt + tab you cancel whatever you're doing in game, but that's not the same with win + tab :P
