IC is new. It'll balance out when the novelty subsides. The sky is not falling.

That is where the problem is. It will never balance out. Even once the shine wears off, you will still have two areas sharing population. Both areas will be harmed by this. Even if the campaign reads full, that population will be split between two areas. I understand that Cyrodill will not remain empty forever, but I don't believe it will hold the numbers it once did.

I think a lot of people are grinding achievements, vault keys to complete new gear and just enjoying what IC has to offer.

Seriously, do they expect MMO players to play buggy PvP in an empty zone that is over a year old, without any incentives?
They develop for the casual console players, this game is as good as dead for PvPers.

I find IC great. It allows fast access to pvp, lots of tight corners which you can use in your groups advantage, no need to siege an enemy out of a keep (thank god!), awesome roaming bosses which you can use against an enemy group (I can not count, how many times i've aggroed a boss to pull him into an enemy and then watch them die from his AOE)
There are downsides ofc, like for example, we need better requirements for access in IC. But the DLC just got released so ZOS wants to give everyone the opportunity to get in and see it, so I guess its understandable.
