Racials don't matter much unless you expect to enter endgame content, and be competitive with the best players.
If you are a casual gamer, you can have tons of fun and be welcomed among the roleplayers in ESO. There is no content in this game yet that excludes any races, given that you don't go for the high scores.
Well, I feel kinda excluded, since I would also like to go for the endgame content. I enjoy roleplaying as a personal thing, building my character personality, but nothing more than that.
It's a real shame: I really like this game, but I don't want to be the last wheel only for my character's look, a mere preference. At least, I'd like some options for my race: I could even play another class, but I don't want to be stuck as a mediocre healer.
Sometimes, it seems to me that ZOS doesn't care about these things at all.

This is correct. Unless you are someone who desires being at the top of the leaderboards, you don't really need to worry too much about racial passives. In the grand scheme of things, the benefits from the abilities are pretty small.
It's only when you are playing with the best of the best and trying to achieve the best possible times/scores/etc. that extreme min/max'ing matters a great deal.
I too have wondered this. I have however created an Argonian magicka nightblade that I plan on using for fun. I know it is not much, but since the bonus healing is all around, I plan on being healed more than most others when stealing health. Although, I would like to see the numbers for how much a maxed out Argonian heals for from the nightblade skills compared to a maxed out high elf with their racial passives. No champion points though so it is a fair field.
@Darlgon I know all the passives but maybe I did not understand the one about healing. So the healing is only incoming heals? I had checked with a few different people and the wording for it was that it was healing received, or so we thought. I know it says healing received but I was hoping it was also healing that you gave to yourself. So, are you saying it is just from other people? If so, then this race just became even more sad.

Sorry for the confusion, I will try again. My thought is the Argonian have a bonus healing however the High Elves have increased magicka. With a higher magicka pool, would the High Elves receive more healing from the spell than an Argonian with the healing received bonus and a lower magicka pool?
