Lol, are you a Nightblade as a primary? I'm just wondering.
List of things to use to *** up nightblades when they cloak (if they do that, you already won, it is usually the skill they rely on for either escape or a new attempt to outburst you)
1. Radiant Magelight
2. Detection Pots
3. Steel Tornado
4. Impulse
5. Caltrops
6. Curse
7. Mines ( the sorc' ones or the volcanic rune on likely escape routes - IC mostly )
8. ScatterShot Catapults
9. Talons

I'm loving how just the same few players keep bouncing between NERF NBs threads, like no one is seeing it.
Been said more times than anyone wants to keep track of. Nerfs by ZOS have been implemented to Cloak already to the extent that it will be. Learn to deal and become great, or don't and cry about it.
I'll just say, when DK's could completely negate single target ranged skills by spamming scales they told everyone l2p, change your build to include aoe's and melee. When sorc's used bolt to escape from combat in a clear line that could be followed they said use speed buffs and gap closers. Now its the NB's turn, we'll see how this goes.

But then, perhaps I just am too mediocre in PvP... -shrugs- Not crying "nerf the sorcs" after getting streaked to death and during the whole darn fight never ever getting through their shileds to their health bar... not crying "nerf the dragonknights" after being flash-lashed and talon-rooted through standard-territory into respawn land... not crying "nerf the templars" when I expire in blasts of yellow light, and flurries of yellow stabs while they heal themselves like my attacks were nothing... I just bow my head, and take my kills in the last 25%. Which, funnily enough, more often then not are enemy nightblades...
Nerf cloak? I don't think so...
