the problem is to few mobs drop agilty keys especially in the easily reachable and somewhat safe areas. thus alot more of the other keys are achieved.
but instead of fixing the problem by rearranging mob populations they will probbably just reduce the drop rates of the other keys...

That is because 90% of the ESO base is Magicka based.

And this leads to nobody farming Agility
Some people will never see this. It is quite nice for some people to believe like they are persecuted.There is not much ZOS can do now to change their perception now.. Stam was bad in the beginning and I believe that this what the actual appeal of stamina was for some players. I think If magicka was weak in the beginning we would probably see the same people crying that ZOS hates magicka builds.

In about 2 or 3 hours I managed to farm 2 stacks of willpower trophies while in the same time of farming agility trophies I only managed to come up with 35. This was doing a pretty much only clan fear run maximizing my route to get as many as possible. It seems that not only are there less clan fears but they also drop items at a lesser chance. Doing willpower trophies I found myself picking up 5+ willpower trophies at once fairly regularly while I think the most claws i ever found was 2

I hope this is a bug or something. But there are Hundreds of willpower and endurance rings out there and I've only heard of 2 Agility Rings to ever be found?
Why would you create different droprates for sets that are supposed to be equivalent to each other?
Stamina is already inferior compared to Magicka and now we even get gimped in our gearing ...

I agree that the Agility rings are too rare, but don't pretend that ZOS doesn't love Stamina builds, because they've been favoring Stamina for a LONG time.
