Does the dungeon finder actually work? I can be queued for hours and nothing happens.

Yes it works its just it depends on a few things

1. Ur faction
2. Ur lvl

I would not rely on it. I have never had it give me a group and I stopped trying about 1 week after PC launch. Use friends and guild mates or simply as in Zone will go faster. Thou if you can stay away from Zone, int unreliable as all hells when it comes to who you get.
