Are bookshelves bugged?

I have noticed since the patch Monday that almost every bookshelf or random note I read sets off the message and audible for Lorebook Discovered. I am working on Silver in Malabal Tor so I don't know if it's just here or everywhere. I have not received any skill upgrades for checking shelves since this started but I may have already maxed out in this respect as my toon is a VR4. Just thought I would point this out as I haven't found any other posts on it.

Do a bug report in game next time according to that. It's not happened to me since i saw that so i've not been able to yet0
