Because of how the itemization system is tied into Veteran Ranks, new and "better" gear requires a higher VR for it to be implemented.

WoW is also 11 years old.
It is now easier to reach v16 than v14 before the patch. Going up two more levels isn't a problem, you can do it in a few days even of casual play. The problem is gear grinding (and balance changes coming with major patches). Orsinium will be scaled to your character, they've said so multiple times. Whether that means "battle scaling" like in Cyrodiil/IC, or that it scales to the level your character is when you first enter, or something completely different, is not known yet.
I'm in Cold harbour part of story quest line and have done all the quests I could find leading up to this. I'm not in a group of two to help with experience. You can easily get to 50 just by playing the game on your first run through. With zero grinding. That's basically what the story arc is for. I think I had hit vet one 3/4 of the way through the final area, maybe even earlier. If you're finding that a grind, then you probably are better playing something else.
