How to get to Imperial City?

Hi,
I'm an ESO member and have the DLC for Imperial City. When I'm at a way shrine I can see it listed, but I can't TP to it - no known spaces. How do I get there? I'm a lvl30 Templar so I don't think it's my level that's preventing me.
