How come when they change skills they give free skill point resets, but when they change game mechanics or racial passives they don't even provide a race change option, let alone a free one? Why is one considered a common gaming courtesy where the other is the player's fault for not anticipating such big game changes?

You don't have 8 "build slots" for each character, hence the reset.
"But it is boring to level another character!"
