The issue is not your system it is the volume of information you are asking it to process.
Set the following settings and you will see no visual difference and better load times.
View distance: 70 (everything processed after 70 distance is prerendering - you won't see it)
Shaders: High (on ultra, shades load in a radius around you. On high, shaders only load in a cone in front of your camera angle)
Reducing the main texture setting to medium will also remove the need to load base textures that are under the surface textures but you will notice a difference in texture quality.
You should also consider adjusting your nvidia settings.
You may specifically want to look at the settings that dynamically reduce texture quality of distant objects (LOD balance etc).

While I'm peeved on these loading screens, they have acknowledge that this is an issue. The fix to this is more complicated, they said this in last ESO live with rich Lambert. So to say they have zero recognition, you are wrong. I just hope they fix it sooner.
