Because a 2.8 second cast time with a minimum 20m away for the target made it a useless power when you take in account that it did the same damage yes you could hit from 45m away but you had to you only had 25m of attack range of they got too close the draw would cancel it's useable.
Well that was a silly idea like block casting that needs to be undone and for snipe to have that 3 second cast time again just how heavy armor needs to have it's reduce break free cost as a passive again instead of a skill morph. PvP alone proves how broken it is and needs to be fixed.
I disagree with Snipe but yes Heavy Armor badly needs that cost reduction back. The problem with a high cast time is that you will have to buff the damage to compensate if not then Wrecking Blow will hit at the same rate but faster with three in the time one snipe takes they have the se base damage give or take. Besides the bow really sucks to ranged attacks Basic attack, Poison Arrow and Snipe are the only long range attacks with Arrow Barrage if you can't the weaker morph but must better range take the best and part a crazy cast time it happen better drop crazy damage or people like me will find a new way to kill you in three seconds.
