I've never had this problem except when I encounter CC immune enemies or those who are 'flying' above the ground. Other than that, it works great against general mobs and is my primary go-to mob control ability.
Strange to hear how it doesn't work for people but it works perfectly fine for me- other than occasionally missing a target for the reasons mentioned previously- and I use it all the time. Maybe it works well for me because I rarely use it at range, I run up to the mob, drop Restraining Prison, pop Liquid Lightning, and spam Elemental Ring two or three times and move on. Even being there in melee range, I rarely ever get hit as I continuously move around the targets while using Elemental Ring.

The narrow width of the column that actually roots people is one of the biggest things that makes the skill tough to use. The other thing is that it always casts in the direction the character is facing. We've gotten used to this with streak and dawn breaker though. This skill never needed an increase in length, it needed an increase in width.
On top of that even if the tooltip was right (3x15), Encase still only covers ~1/3rd the area that Talons does. It also does much less damage (or no damage if the snare morph of taken)
Thanks for fighting the good fight though. Maybe this will get on an official list now

Shadowrend's "Shadow Proxy" in Banished Cells (Normal) Dungeon is supposed to be CC-able, but it ignores Encase whenever it decides to charge. I made the video weeks ago, but I can confirm this bug still exists as of last week.
What I think is pretty hilarious is when they continue to move but drag the Encase along with them.

But it seems like they will not fix itThey weren't able to reproduce it, so the topic might be closed for them. Even though everyone in this thread can confirm, that Encase is flawed and not working as intended. We also represented screenshots. I can't blame them for not being able to reproduce it. You have to trust us Zenimax
When encase does work (usually have to spam it 3 times in a row and this thing isn't cheap), not even half of the mobs in a very small radius get rooted. (usually like 2 mobs for a pack of 6).
