It has nothing to do with cant afford or not or if any other platform has it too. Those platforms had it on release so everyone has access to it. If ZOS allows to use the additional buttons players will have an advantage over people who dont own the new Controller . An advantage you can buy.... P2W anyone?
Switching bars is a breeze already, but what about using a synergy? Y + B is awful, especially since the game has such a delay in using abilities at times it only registers you hitting one button. So, as an example, instead of using the synergy you use Lethal Shot (which has a 1.5 cast time). It would be a much simpler approach to the game being able to map your own buttons how you see fit.

Based on what we know the buttons seem to be a option or function within the Xbox one (assuming) so hopefully ZOS doesn't have to make any changes, the controller and Xbox one would give us the freedom to make adjustments. If not the controller is completely worthless if it's dependent upon a developer.

They don't seem to be "new" buttons (yet), because Xbox can't make everyone buy them. New game could come with profiles that assign new functions to the new buttons though (they have individual call codes). The dev kit allows it.
But Xbox requires all games to be playable with standard controllers, so don't expect critical stuff to be added as new buttons. For compatibility games will probably have max unique button counts same as now for a while, and only allow combo mapping, or just movement.
They can do combos of other buttons, and the whole controller can be programmed to move buttons around (a lot like PS4 has now). You do get a warning if you forget to map a button.
Devs using them while making other games have found issues where intentional combining of buttons have made long standing game-play work not as intended.
Examples:
Making a button be both aim down gun AND hold breath for sniping in FPS games.
Turning paddles into "handbrake turn " buttons, making hard to time turns much easier in racing games.
It is all on the Xbox side though. Devs don't seem to have the power to disable the new buttons. Some have apparently asked and been told no.
