Also, note this is about the ESO Store, NOT the Crown Store.

I'm pretty sure IC will not be an optional download. It'll be included in the next patch and everybody will have to download it, no matter if you buy it or not. In this case, a pre-order would be pointless.

My guess is backend system maintenance. Software updates, patches, and other stuff. Might be a visual overhaul as part of the maintenance.

The ESO Store is run by (or for) Bethesda Softworks, which includes a variety of merchandise, the game itself, and Crowns.

The Crown Store is not that.

Yes. Everybody will download the patch. The sociopathic gankfest (*) will either be enabled or it will not.

Since IC is a Crown Store purchase and not an ESO Store purchase, I don't think that's likely, unfortunately. There has never been a suggestion that IC would be available in the ESO Store.
