On pc it's refered to as 1.7 because their latest big update was 1.6

The game was renamed eso temriel unlimited when it was release on console which had the 1.6 update but was renamed to a 2.0 version because the 1.6 changed the game so much, it was like a new game.

1.7 is wrong though. Update 7 may be applicable since this is the seventh major content update, but the game's next version will be 2.1.

Exactly. It's "Update 7", and the client version is 2.1.x.

I call it "Update 7" because it is the 7th Update, with a capital U, since April launch.
