Wounds in the world bugged for me and 3 others for the last two hours

We are doing Caldwell silver quest, I'm VR3, watcher never spawns at central portal, tried relogging, restarting quest, dragging watcher from working portal over etc. Nothing has worked. Seen other people's posts having the same problem. What's the deal?

It's been bugged for a week now and they won't respond to or fix the problem. This quest has been having problems since launch on pc.

Yes it is seeing as how this is my 3rd vr I'm working on and can't move on

Yea I don't know what to do. Have all the quests finished there to that have lol skyshard in that land and all previous did all dungeons, world bosses, etc. Guess I can go on my vr1 char but he's only a little behind, he will be there soon as well. Guess I will pvp or start a new char.

This has also happened to me, and also the reason I made a forum account. If you still can't do it like I can't then just skip it till you finish every other area past it. You do not need to do them in order just go to the next area, you will however need to finish it to get to finish cadwells silver. I cannot go to daggerfall because it is the last quest I need to complete. I did it on my nightblade first time when I ran it through.
