Question about exploiters

A question I've been wondering for a time now is if I video players cheating and/or exploiting and send the video to ZOS via email will they get suspended and/or ban if they are videoed more than once? I know that reporting doesn't have as much of an impact as recording since its my word against theirs and I get that. I really want to help fix issues in game, get rid of repeat offenders, and make the game fun for everyone who wants to have a good time. Please let us players help you fix this game and make it the best TES game.

I am sure if it was serious action would be taken, what were they 'exploiting' ?

They were jumping into a keep in groups killing the defenders preventing us from putting up counter siege and they took the keep soon after.
